What are the chances of getting another visa after getting one canceled for a misrepresentation?

My boyfriend came to the US on a student visa & stayed here for 18 months. He is subject to section 212 (E) and must stay in his home country for 2 years after the end of his program. After the end of his program, he returned to his country & applied for a tourist visa, which he got approved for. Several months later, he attempted to come visit me but got his visa taken away by an immigration officer. He made the mistake of lying to the officer about how long he planned to stay. He thought it was okay to stay for 6 months but got nervous and said he was only staying for 3. The officer found out the truth and sent him back to his country, but told him he could apply for a new visa. I'm a US citizen and we want to get married. Would his record impede him from getting approved for a fiance visa?Or would it be better to marry in his home country then apply for a green card? Do we have to wait until the 2 yrs of his student visa contract pass in order to apply for his new visa? Thank You!
Hello. It will come up when he interviews for his K1 at the Embassy. You must disclose these things on the Embassy application form. However, it should not cause a denial if he can prove it was a mistake and not an outright lie/fraud. We can help with the fiance or marriage visa if you wish. Thanks.
