what are the first steps to file for a visa for my father that has been deported?

More details to this question:
My father has been deported for about 4 years now. Everyday is getting hard with my younger siblings. Need to find a way to speed up his process. We have a lawyer my step mother has filed for my dad but it seems to be going no where or either the lawyer we paid for has been slacking and have been seeing no results to his case. Need answers to a new direction.
