What are the requirements for applying a visa for unmarried son?

More details to this question:
My son is 18 years old now and he's in the Philippines last 2012, I petitioned him in May 2013 his with me go to school. And 2014 we decided to go back to Philippines he stayed there for 2 years then after that we went to us embassy for his interview for his returning visa but unfortunately they denied the case. Now I am applying to repetition him again. i just want to know how long does it take?
