If your husband is eligible to apply for lawful permanent resident status, he will need to file a motion with the immigration judge to reopen his case to allow him to apply for adjustment of status.

You should consult with a lawyer to see if there is a valid basis to file a motion to reopen your husband's case. But he needs to have an approved I-130 petition and so, concurrently or before filing the motion, if you are a US citizen, you should file a Form I-130 petition. But note that once a removal order has been entered, the case is more complicated and there are several issues that must be considered. You should really consider the services of a well recommended immigration attorney.
