There is a limited ability to ask for reconsideration and same is based on the reason the case was rejected. The rules are very clear that you can always apply again.

You should speak to an experienced immigration attorney right away. Because immigration benefits under the Dream Act is discretionary, you cannot appeal CIS' decision if they deny your case. However, an attorney may still be able to help you to re-file your case properly in case you made mistakes in the first application

You mean Deferred Action for Childhood Arrivals? Why was the application denied? You need to talk to a lawyer and show the decision from the USCIS to have a meaningful discussion of your options.
