APPROVED FOR I-130 PETITION IN 1979,HAVE AN A#,SS#,APPROVED FOR DISABILITY BEING A CRIME VICTIM, CANT GET MY BENEFITS BECAUSE I CANT PROVE MY CITIZENSHIP-PAPERS DESTROYED,USCIS HAS NO CITIZENSHIP FILE ON ME

Sounds like you are merely a permant resident, not a citizen.  You have to file form N-400 to apply for citizenship.
