What category will my sister would qualify for?

More details to this question:
My mother is a permanent resident of US and wants to file immigration petition I-130 for my sister who is 35 years old and divorced.

You and your mother can take a look at the Department of State Visa Bulletin. It will list out wait times for various family based visa categories. Your mother will want to see how long it will be before she can file for naturalization.

She cannot file for the sister until she becomes a citizen and it will take more than 10 years.

You should check the Visa Bulletin for availability. (Copy attached) The adult unmarried daughter of an LPR is F2B preference, which is backed up more than 8 years.
