What do I do if I have problems with immigration?

More details to this question:
I am a American citizen living in El Salvador for 4 years as a missionary. I informed immigration that I wanted to end the process with them, and I submitted paperwork. I talked to three people at the immigration office. Now they are saying that I never submitted the paperwork nor did I talk to anybody. They want me to pay a fine. I have tried emailing them as well as the consulate in the US, but they haven't replied. What can I do about this?
