You may request an opinion by the Visa Office. However, first you need to discuss with an attorney as the reason of the denial.

Hire an immigration lawyer. If you previously had an immigration lawyer help you with your application, investigate and get a second opinion. Unfortunately, there are "general practitioners" doing immigration law. Don't waste your time with a firm if their practice isn't at least 50% devoted to immigration law.

There are different types of nonimmigrant visas. An attorney needs to make an analysis of your circumstances and to do some strategic planning and help you understand "why" the other visas have been denied and what may be able to be done to get one approved for you.
