What do numbers and initials mean in returned forms? Do initials on each form mean those forms are good and only the mistake(fee)should be corrected?

Aos application was returned due to incorrect fee (which I think was their mistake to proccess the charges on my credit card). Do forms with initials and numbers on the margins mean everything else is good?
