My fiancé was denied visa because the counselor think we are married even though we are not and do not have a marriage certificate. Traditionally, my family has met with my fiancé’s family and provided a drink, showing my intent to marry, but we are not legally married and we don’t have a marriage certificate.

Either go ahead and get married and re-do the case with an I-130, or hire a lawyer to try to get the visa issued.
