I need to file n400 soon. I was arrested by university police for traffic violation. I was taken to jail but i was told i was not charged because i made the full payments and got out in hours. Do i need to get a report and send it along with my document while filing n400?

No. You do need to disclose the arrest and citation on the N 400 and you need to present a Certificate of Final Disposition or Certified Court record at the N 400 interview indicating that you have not been charged.
