What forms must I fill out to become a US citizen?

More details to this question:
My brother was born in a house and our birth mom never filed his paper work. He has no birth certificate, ssn, nothing. He is really trying to start a life trying to get married and all that good stuff but this is holding him back. He is about 23 now and I just really want to help him get his paper work. We have his school records he has been going to school out here from when he was a child. I have his elementary, middle and high school paper work. I just really want to know what steps I must take in order to get this all taken care of. He has not been out of the state of Washington.

Your brother would have to apply for a birth certificate. In order to do that with any chance of success, he needs a good attorney (a local one; a New York attorney will not be able to do much for your brother in Washington). After getting a certificate of birth in the U.S., getting recognition of U.S. citizenship, SSN, etc. will be easy.

If your brother was born in the US, he should register his birth with the authorities as soon as possible and try to get a US passport. It may be very difficult for your brother, however, without a birth certificate that was timely filed soon after his birth. If he needs some sort of ID immediately, he can try to apply for Deferred Action for Childhood Arrivals (DACA) with USCIS, which if approved, would give him a temporary work permit that he can renew every 2 years. With the work permit, he can request a social security number and live and work in the US legally. The application is filed on forms I-821D and I-765 and the filing fee is $465.

Go to the hospital where he was born and request birth records. That would be a starting point. If you get those, the rest will fall into place.
