What is the cost of processing a E2 Visa for a franchisee purchase in California?

The details I'm after is what is the total cost for processing a E2 Visa from different law firms, please provide costs and success rates with processing E2 visas. The franchisee I m buying is already established and has been running for a 3 year period so no business plan or integration plan is needed? Additionally I am aware there is no set investment amount for the E2 but different firms advise different amounts the business I’m purchasing for the investment is $44400 but has many other costs such as Company Vehicle, Inventory, Laptop, equipment, Cell Phone + insurances and so forth! Do these amounts need to be included in the initial investment which will roughly be $60k but the Truck for example will be on a finance loan what is the percentage that is allowed to be on finance loan for a Company Vehicle. The standard is "substantial investment" but this varies widely on geography, type of business, business plan for staffing and inventory, etc. USCIS or DOS will want to see that it is enough for a successful business and that you are qualified to run it, money from lawful source, etc. We have done many of these successfully in and out of the U.SW.
