This question pertains to whether you were ever arrested, received a citation for an infraction or misdemeanor which you committed or were detained by the police or other government agency. If you were only a victim of a crime or domestic violence and never personally arrested, then you would answer no.

If you were a victim and you were not held by police you do not have to enter anything. Please be careful and be sure you were not arrested and had the charges dismissed. You should see an Immigration Attorney with any court records you have to be sure and discuss it with the attorney before filing to prevent delay or losing the application fee if your application is denied.

If that was your only involvement with the police or law enforcement, then answer "no".

If you were ever cited, detained, or arrested by law enforcement before, you must answer "yes" to the question even if no charges were ever filed against you.
