Husband had an employment based GC. Wife left the country during the process never got GC. Family moved back to home country of Turkey together with their US born baby in Istanbul since then. No desire to immigrate back to US but would like to visit. No intention to immigrate, just want to revisit on tourist visa from time to time and bring their US. Citizen baby to US if when necessary.
If the family would like to visit the US from time to time, they can apply for a visitor visa at any one of 3 US consulates in Turkey Ankara, Adana, and Istanbul.
Former green card holders are still eligible to apply for a B2 tourist visa at their home consulates. You would have to overcome INA section 214(b), related to immigrant intent though.
