What steps do I take after a voluntary deportation?

More details to this question:
I was a permanent resident in the US. I crossed the border to Mexico and on my way back I crossed as a US Citizen because I had lost my residency card. I also had an illegal alien in my trunk and got arrested. Instead of fighting for my papers back, I asked for my voluntary deportation and was told I had to wait as a punishment 5 years in Mexico, to get a pardon. I also have 3 children in the US. What steps do I take in order to go back to the US with my children?

You are only eligible as a non-immigrant and will have to apply for a waiver but you have to return back.

False claims to US citizenship can serve as a permanent bar from returning for which there is not waiver. Moreover, alien smuggling is a serious crime. You need to speak with and retain an immigration attorney to determine if there is any possibility you can return.
