When can I petition my mother's US residency?

More details to this question:
I am about to be a US citizen next month (May). I would like to petition my mother's residency while she is the US. Currently she is in the US legally with a 10 yrs visa and a I-94 of six months. But her I-94 is about to expire in a couple months. My question is, when can I or should I apply for her residency here, with out her immigration status getting affected? or should I apply for an extension of stay (Form I-539) in order to apply for her residency with out any problem? please, I would really appreciate your help.

Apply for her extension of status first and then apply for her one-step adjustment once the extension is approved.
