When can my friend apply for DACA and when will DACA be available?

I believe you mean "DAPA" and not "DACA". DACA is presently available. DAPA is tentatively set to begin around May 19, 2015 depending on when the regulations and forms are issued.

DACA has been available since 2012. Your friend can apply now if he is eligible.

DACA is open to registration if it is for childhood arrivals. For parents with US citizen or permanent resident children, the process has not yet been started.

The new DACA is supposed to be available by Feb 20. The old DACA is currently available.
