More details to this question:
Lat year, 2012, the minimum inquire requirement was listed at 18,900. The 2013 charts lists the minimums at 19,300. I'm confused. I want to apply this year. What the minimum is listed for 2012 or for 2013?

If you are applying in 2013, you would use the 2013 chart.
