Who processes immigration visa to come to USA

I have a dear African friend wanting a visa to come to America.. No legal issues but we don't know who all can correctly process an immigration visa and does it always have to cost a fortune, with all respect.... He is a businessman/marketing and has a real purpose to come to USA....Where can we turn, as attorney costs will be enormous, with all respect, please. We are also wondering how many hours does an immigration attorney use to process the visa for this gentleman, as he is single, no legal cases, as we are trying to get the ducks in a row and get moving on this...I know you understand. Thank you ... LOL

Their is no "friend" visa category that you can sponsor him under. He can be sponsored by a US citizen fiancé, or he can get married to a US citizen or green card holder and be sponsored under those conditions. If he has a job offer, then his employer can sponsor him. There are other ways through investment visas etc, but those are restricted based on whether the country that he is residing in his part of the treaty.
