Why are some immigration forms approved before others?

More details to this question:
Why do some same type of immigration forms get approved before others if they are received after the date of others? (Ex: i-130 sent Dec. 3rd approved first compared to one sent Oct. 2nd - at same center)

I-130 petitions are filed based on different family relationships and these are all processed according to their own queues.

Different officers adjudicate the cases. They each have their own schedules. Hence, inconsistencies in adjudicating times.
