Can you please clarify how YOU can help your mother with her papers? Are YOU a US citizen? If so, then you can petition for your mother and she can get an immigrant visa to the US within 9-12 months.

First step is to schedule a consultation appointment with an immigration lawyer so s/he can examine your options.

The answer to your questions depends on whether you have any status in the U.S. and what that status is. (Asylee, Legal Permanent Resident, U.S. Citizen, etc.) If "you" have no status in the U.S., then there is nothing "you" can do. I strongly suggest that you contact an experienced immigration law attorney for a face-to-face consultation and give him/her all of the facts surrounding your case. He/she would then be in a better position to analyze you case and advise you of your options.

You will need to provide more information, such as if you are a US citizen. If you are, you may file for your mother, but there will be additional considerations. You will want to consult with an attorney.
