Will I (B1B Filipino) be able to marry a US citizen with only having a notarized separation agreement?

I'm a B1B, Separated Filipino, visa holder. Can I marry a US citizen and apply for Green Card by showing a notarized separation agreement between me and my husband (no divorce paper nor annulment)? I've been separated +15 yrs and living outside Philippine. On all my B1B Visa applications I've stated that I'm legally separated.
