Will I be able to come to the US before I become 21?

More details to this question:
My priority date is May 14, 2012. My mom filed an I130, an F2a category. I'm turning 20 by the end month of the year.

Probably not because the current processing times for a child of a permanent resident is about 2-3 years. You would then age out and automatically go into the F-2B category. Unless the immigration reform bill passes that alters the preference categories.

Possibly, if you turn 21 in December of 2014. Visa availability for f2 is on petitions filed on June 28, 2011 (for nationals not from Mexico, India, China or Philippines) so you are approximately 1 year away of your visa plus another 4-6 months of processing.

If your mother is eligible for naturalization, you can come faster if she is granted soon. If not, you need to monitor the visa bulletin and see CSPA.
