Will I still be eligible for the dream act If I get a visa?

More details to this question:
I currently live in Mexico right now but I was in the U.S. my entire life, and I was not deported. I know the dream act passed and I currently meet all the requirements for the act, its just that im in Mexico not in the US. So I want to know if getting a visa here in Mexico and crossing back legally into the US, will it affect me getting the dream act?

The DREAM Act did not get passed by Congress.  The Senate approved a bill that the House of Representatives would have to agree to, but apparenly the House unwilling to do.  There is no new legislation that would affect your status right now.
