Will my time to immigrate to the US be reduced?

More details to this question:
I have applied for US immigration as sibling case already two months back . Also I have heard that if I offer an affidavit to live and work in a scarcely populated or depleting populated areas in the US for five years , my time to immigrate to US will be reduced. Is this true? if yes what is the procedure?

The five year program you are referring to is for physicians who have agreed to live and work in a medically underserved area for five years. Are you a medical doctor? There is also an investor program requiring $500,000 and the creation of ten jobs in a rural or Targeted Unemployment Area.
