Can CHUBB harass me because I reported them to NY State Finance dept

Hurrican Sandy Damages - from the beginning CHUBB has been horrible - despite photos and fema inspection - From day 1 - the claims representatives said I intentionally caused damage to home. I was ridiculed by their claim representative because I didn't have credit card to pay for the Additional living expenses. She claimed I was lying about the tree hitting my house. When I asked for Additional living expenses, she told me that my family has to suffer - everyone else is - so why is mine any different. My children over heard this and she had me in tears. I finally reported them to NY Finance dept now the retaliation has worsened. Chubb had an engineer come over who was really an investigator. He actually blamed the damage due to my NEGLECT of my home. and that I am a horrible homeowner - the holes in the roof, siding and cracks in the interior walls were due to my neglect - not the tree that hit my house - I need help.
