The young lady who hit us never tested or passed any test to receive her license. She hit us with a car she was driving that is in her name. I want to know can I file a claim against the city/county for her being able to purchase a car and drive said car in her name with never being issued a license and totaled our semi-new car and I have injuries that I will have for life. How or why would she be able to purchase a care in her name and never taking a writing or driven test leaving me hurt for life? Who can I get a claim against? It is not okay for Dairyland Insurance Company to continue to issue insurance on vehicles and never pay up. This is the second time my insurance has paid out for Dairyland insurance company. Well should they be sued. My insurance is Esurance and I am over insured with family taken car of and UM/UIM. I pay alot of money for insurance and I think its time for somebody to pay. Now is that enough information? Tell me what you need to know.

Glad to see that you are over insured and Esurance is paying out for your family's benefit. Hopefully you have or will have benefit of counsel.
You can let Esurance subrogate wherever they can (per your release) and seek reimbursement for their payments on your behalf. They will step in your shoes and pursueany viable party for their self-interest.
Anything recovered beyond their payments will go to the insured(s).
