How can I get a false claim off my insurance record?

More details to this question:
I rented a moving truck, I scratched some paint on the lift gate (Black Primer) I pointed it out upon return. The person in charge started talking thousands of dollars in damages, and they would have to take it to there downtown shop for repairs. I stopped them and said I would call my insurance co. I called they talked to the agent and it all went away. No money was paid out nothing happened. It was a scam trying to get me to take money out of my pocket. Now my insurance company shows I filed a claim and refuses to remove it from my record. They openly admit to having nothing on file except the rental agreement. I've already talked to the insurance to the Insurance Commissioner, and I think he on their payroll. Thanks

When you called the insurance company, you made claim. There would be no other reason to contact them where "they would talk" and "it went away". There may have been no money paid, but a claim was likely opened nonetheless. You typically cant call up an insurance company and expect them to involve themselves in your dispute just because you have one. They would have no interest in doing so for free or to waste thier time for solely for your benefit, unless it would arise out of thier inusrance contract, hence a claim being made against you by another for money from a covered loss.
