More details to this question:
about a month ago I sold a pair of B&W speakers worth $3000(i sold them for 1500 total because of an emergency) and shipped them through Fedex. I had to shipped them in individually (two) for 153.80 for each box. (these boxes were the same boxes they were shipped to me in with the padding and every thing) I entered 1500 in insurance for each box, just in case something happened like I do all things that I sell and ship. when the buyer go them he emailed me and sent pictures of them being broken and discibed them as un useable, unrepairable, and obviously wanted a refund and got it. I then contacted fedex via phone call and opened two cases (one for each box) in order to receive the insurance and after going back and forth through email, and phone calls told me they wouldn't pay me anything!?!?!?!?!?!?!?!!? this left me very frustrated and angry, and I need to take action quick, the customer service agent whom was in charge of my case seemed incompetent and lazy.

No way to answer the question posed as it depends on WHY the declined the claim. Presumably they are treating this like a sham claim or there is some issue or exclusion in play.
