How does copyrights work when a show is dupped?

More details to this question:
I am looking at some Japanese Anime which have been dupped into several different languages. If a studio does the dupping, who owns the copyrights (or do they have to have the permission first). If you want to get broadcasting licensing in that language would you contact the studio or the original language owners.

They do have to get permission first and I would expect the dubbers and original owners would have a contractual relationship (assuming the dubbing was legal) that would make it safe to contact either to get a broadcasting license.
