Sometimes people will sign a letter of understanding that lays out some intended plans or will include some terms that are written in a way that they are not promises or commitments. But instead are wishes, understandings, expectations, beliefs, hopes, plans, etc. You would start such a phrase with something like: It is understood that. It is believed by the parties that. The first party expects to.
