is there a section in the united states laws i can reference about: is it illegal to "NOT" read contracts before signing/agreeing to them?

like for any service applicable to this matter, websites, programs, everything, the terms and conditions, the terms of use, terms and conditions, all of that stuff that you have to read and sign/agree to before you can install and use stuff, is there a place a section of all the laws of the united states or of all the laws that matter, so i can see for myself if there is a law that states whether or not if it is illegal to "NOT" read such things before i sign/agree to them? also is it illegal?

If you sign an agreement, you are presumed to have read it and know the terms. You are bound by it whether you have actually read it or not. This is true for "click" licenses as well.
