Ownership of Original Artwork as a Part Time Government Worker

More details to this question:
A part time student professional worker employed by a City has created artwork during regular working hours to be used in an official City document. To what extent does the employee retain ownership over the product and its use? Specifically, ownership of the original artwork and use of an electronic copy in the document?

Copyright of work made by an employee normally belongs completely to the employer.  Copyright of work made by an independent contractor normally belongs to the independent contractor unless there is a written "work made for hire" agreement transferring the rights to the employer.
