Problem with on-site manager

More details to this question:
I am disabled. I currently live upstairs. My knees are so bad from osteoarthritis. There was a cottage downstairs, I asked manager when we moved in to let me know when one was available a year ago. There is one currently available and when I called her, she said it was already rented. It is sitting there un-inhabited. It also has a washer/dryer in unit. She won't fix anything, I have had to pay out of own pocket. I would settle for a stackable washer and dryer upstairs but She will not do anything for me. I pay my rent to owner if property, who I cannot even call IR get a hold of. She has asked about my ilnesses and judged me unfairly. She is also hard to get a hold of and works in her office every day. I'm 60 years old and am in need of help.
