Am I being discriminated and harassed at work?

More details to this question:
My company has a small employee and there are only 6 of us working in there. 1 manager 2 supervisors 1 receptionist and 2 laborer. I have had issue with harassment with one of my co-worker and he is now promoted as supervisor. Last year he was sexually harassed me by kissing me forcefully during work hours. I told my manager about it but he only felt sorry for me and apologized for what had happen and that was it. The guy who harassed me later then got promoted and got a raised for doing the same work I do and better yet I do know more than him yet he was chosen for the job because he was friends with the manager. He also is a fugitive and wanted for aggravated stalking and does drugs even bring them to work and my boss knew this but didn't do anything because they were afraid he will file for not paying him a lot of overtime so now I must understand my boss for letting him get away with everything. I really think its not fair at all. Now a couple weeks ago I was again harassed by another employer from other state branch during work hours. He came late evening drunk and pulled me out the production area to talk to him alone in the conference office for almost and hour talking non related work subjects. he was asking me to pull up my shirt so he can see my tattoos on my back but i said no and at some point he was starring at me for at least 3 minutes and it made me very uncomfortable and he was crying talking about his ex-girlfriend and his life. The next week HR found out about it and he was let go. He was a very good friend with my boss for 17 years so me being the reason he was let go is really showing off by my boss treating me unfairly and been ignoring me. I was not told what was going on at work and if so I always the last one to know any work related information. I also feel by that happening I was not being promoted at work but my other co-workers did get promoted and I know and feel I am way better and more hard working.

Update Your Profile
There have been improper actions among the things you describe. It would take a face-to-face consultation, however, for an attorney to get a full background of what occurred, evaluate the time frame in which the events occurred, note the actions you took at various times to document your concerns with the right personnel, evaluate whether your complaints were met with action or inaction, and many other considerations. It may be that a pattern is being established that should be well documented.
