Can a company require I9 documents on first day or work?

Can a company require documents for the I9 form on first day of work, even though the form says that section 2 must be completed within three business days?

You should re-read the I-9.  It states that the employee must complete the form "No later than the first day of employment."  That means you must present the documents, but there is a grace period for the employer to finalize the I-9. In actuality, employers should have the I-9 completed before the employee begins work.
