Can an employer keep my tips after i quit?

More details to this question:
I quit my job and i just received my last paycheck. According to the employee manual they said they will reduce pay down to minimum wage if 2 weeks notice isn't fulfilled. my understanding is that they could reduce the rate they pay me back down to minimum wage, but that they have no legal right to do anything with my tips. But according to my paycheck I was paid minimum wage, without tips. Also, it shows that i paid income tax on those tips that i did not receive. Is this legal?

No. You should be paid your tips. You may proceed with taking action in small claims court or contact the Department of Commerce's Wage and Hour Division.    Ohio employment attorney www.mcoffmanlegal.com
