Can an employer rescind a written severance offer?

I was laid off from a C level position in my small company. I was offered two severance packages in writing/draft email, yet there was some hostility over the weekend. Today I received a much smaller package then before in a formal document. Can they rescind an offer when it's in writing?

Yes. Unless the offer itself says otherwise, an offer can be withdrawn any time before it is accepted (or, in some cases, before the other party has relied on the offer.)
