Can employer keep changing layoff date

More details to this question:
I was told by my employer over a year ago that I was to be laid off (I was given a specific date in the future). Since I would receive a severance package, I agreed to stay until then to help in the transition. The date has been pushed back many times now and I can't make any personal or professional plans when they keep changing the end date. I know I can leave at any time on my own but I would lose the promised severance so I feel trapped. I would have left a year ago if I had known they were going to do this to me. Is there any way to force them to force them to just lay me off now so I can move on?

There is no law that prohibits an employer from changing a layoff date.  Additionally, there is no law that requires an employer provide a severance package.  There is no way to force the company to law you offer and probably no way to force it to give you a severance package.
