Can my employer hold my check if I turn paperwork a month late?

More details to this question:
The agency in which I work for we get paid when we turn in our patient notes. My employer recently said they will no longer tolerate late notes and if turned in late they have the discretion to hold payment for the time frame it took to turn them in.
