More details to this question:
I was hired as a contractor at job 10 hours week $20 an hour. After a year or so they put me on payroll. My hours increased however my wages were cut back to $15 an hour. I received no notification. I recently just figured out the pay change and questioned my manager. Is this legal .? It certainly does not seem fair. I receive no company benefits as partime employee,

Yes, the employer can pay you any amount it wants as long as it pays you at least minimum wage.  It is usually the case that the employer will pay a contractor more than an employee because the employee is more expensive (even if no benefits) than the contractor.
