Does a bar need a labor certificate and why?

More details to this question:
A bar/motel is advertising for permanent full time work, classed as unskilled but experience preferred, would they need a labor certificate should I apply for the post? I am in the US on a valid B1/B2 visa.

I do not answer immigration questions know nothing about that. I do not know what this is: labor certificate.
