how do i file complaint with labor board about owed pay

More details to this question:
my boss wont pay me what he owes me. i was 500 salary plus 50 an apt. i left the job for 2 days due to harrassing texts from the owner i came back and he paid me in cash but wasnt right pay he changes pay rate 3 times on me. he never paid me for apts cleaned in dec jan feb and march when i got hired was sopposed to be 500 salary for nighttime cleaning and monday apt hallway and office cleaning. then every apt cleaned sopposed to get 50 an apt. in dec only paid me 24 dollars an apt did 9. jan feb and march never paid me. my last week he paid me only 200 said i owed him 75 for a day he paid me for and i wasnt scheduled to work but i worked my hours as usual and he said i nevver worked. hes been paying under table the other girl i workded with she filed because hes pulling same thing on her. i also have textswhere he calls me the p word and downs my work. also texts where he changes my pay rate. i had to clean up human crap and worked hard for this company and all i want is what is ow

I would suggest that you contact either the U.S. or PA Department of Labor and file a complaint with one of thier respective wage and hour divisions for unpaid wages.  The government will contact your employer and see if something can be worked out.  You can also sue your employer for unpaid wages under the PA Wage Payment and Collection Law.  If you win, you can get a 25% penalty, interest and attorneys fees.
