There is a manager for newspaper deliveries that I believe has ghost employees. I found a gas reimbursement check addressed to a girl that I know cannot and has never worked there. She is underage and does not have a vehicle to receive gas reimbursements on. The check for the reimbursement was for $280 but I am unaware how long this has been happening so don't know how much money has been taken. From my understanding this is payroll fraud. If more information is found what kinds of penalties could they, mainly the manager as he is aware that she does not work there and had the reimbursement check to give to her, be charged with?
This would indeed be fraud but the fraud would be against the employer, meaning they would need to be the entity to complain about this, UNLESS this is a publicly traded company which would give others the right to complain such as shareholders. Your right to do anything or what actions you should or could take depends on what your role in the company is (e.g., owner, co-employee, comptroller, etc).
