I feel harassed and bullied at work. Made several complaints and nothing has happened.

I have reported several incidents of inappropriate office behavior and abuse via email to our HR rep and the owner of the company. I have been cursed via email and have experienced harassment. by other employees, The last time I made a complaint, the owner told me that he would take care of it and to hang in there as he knows the other party is difficult and many have complained but nothing can be done at the moment. He told another co-worker the same. He told her about my complaint and she approached me the next day. The latest incident occurred yesterday with a manager that harassed myself and my employee via email for more than 12 emails. HR and the owner were in copy and my employee was reprimanded for putting three words in bold. I spoke to the HR manager and inquired why they are allowing this to continue and sent a letter of resignation. She cautioned me not to and think about it over the weekend and that I have to roll with the punches as it is a small company.
