I have a question about working in a hostile workpace

More details to this question:
My managers have been creating a hostile work environment for the past 2 years. plus one of my managers is not suppose to be at work. His doctor took him out of work due to health issues.

Harassment is unlawful in North Carolina only if it is directed to you on the basis of an unlawful factor such as race, color, sex, national origin, religion, disability or age, 40 or older. So, it the hostile environment is due to one of these factors it is unlawful and you have a claim.  If not, and it is just hostile, there is no legal claim.  Your manager's health condition and whether he should be at work or not will not be relevant to any claim you have.
