I never received my raise, can I receive retroactive pay?

More details to this question:
I began working in 01/2011, it is now 2013. I was told 2012 that I would be receiving a 0.50 raise and still haven't received anything. I am still working at my starting rate of 9.62. Am I applicable to receive a retroactive paycheck? I am still employed at this job.

i would keep my present position. i would 'kindly and gently' ask for the raise. you do not have a legal right to the raise. ed dimon, esq.
