Independent Contractor Issue

More details to this question:
I have a issue concerning back wages from my previous vendor. I worked as an independent contractor in Washington DC as a IT consultant. Since , I left the previous vendor they have held my payments for the work performed from Feb 1 2014 to March 14, 2014 which amounts to around $13000. I have all the record of approved time-sheet worked for the period. I have repeated request for the payment with the submission of Invoice for the remaining amount with no response and resolution. Could you please suggest, what I can do to recover payments.

If you were a true independent contractor, you are entitled by contract to be paid for the work you performed.  It is also possible that the employer characterized you as an independent contractor when you were actually an employee, in which case you would be entitled to overtime as well.
